Five member states referred to EU Court of Justice

The European Commission has decided to refer five Member States - Belgium, The Netherlands, Poland, Portugal, and Slovenia - to the EU Court of Justice because they have still not implemented the revised EU telecoms rules into their national laws. The official deadline for doing so was 25 May 2011. The Commission has also suggested the Court impose a daily penalty payment on each Member State which would be paid as from the date of the Court's ruling until full transposition of the rules into national law is notified. The other 22 countries which have implemented EU telecoms rules guarantee more competitive markets for consumers and businesses and give EU customers new rights, such as switching their phone operator in one day without changing the number or being informed without delay when their personal data is stolen online.

NCA: Ghana -  Sub-Saharan Africa’s MNP success story

The National Communications Authority of Ghana, NCA,  presented their analysis of the implementation of mobile number portability in Ghana during the MNP Summit held in Abuja, Nigeria last June.

To summarize:

• Over 350,000 successful ports
• Over 1.5% of total market subscribers have ported so far
• New ports run between 25,000 and 40,000 per month

Success can be attributed to a number of items, there isn’t a simple single answer to MNP success:

• A consumer friendly framework needs to be set in the regulators policy, but it does not need to be specified into every detail.
• The regulator is not operating the system, but neither can it sit at a distance if it is to succeed.
• Regulators need to understand how MNP works as well as understanding operations at mobile networks. They have a mentoring role, not just regulating.
• With a central system, there is a wealth of data available. Become expert at analyzing it, and use it to support points that need making.
• Certainly the regulator wants to create a collaborative atmosphere and wants to have buy-in from all stakeholders. But it is not a collaboration among equals – The regulator holds the mandate for the consumer!
• AND – the regulator must remember that MNP is not a substitute for the other things that must be done, such as ensuring Quality of Service, functioning interconnect, and a fair competitive playing field.

Supporters of winning teams send more text messages

Major sporting events provide a great opportunity to analyse human interactions and behaviour. When people have news or are part of an experience they like to share it and one way to reach everyone instantly is through text messaging.

 Acision says that it decided to analyse the text messaging behaviour of consumers in Italy and Spain during the Euro 2012 football final and found that winners actually text more. While they can't share the amount of text messages sent during the game, they said that they can see when texts peaked and dropped throughout the match depending on the stage of the match and the performance of the team.

Humans are eager to share their experiences, whether out of euphoria or pain, however euphoria will always lead the charge in triggering communication and text.

School children spend millions on phone storage services

Students in New York City are spending an average of US$4 million per year on mobile phone storage services after the City banned them taking mobile phones into schools. The storage services are offered by local shops and offices, and in some cases, private homes who typically charge $1 per day to look after the phones. The school kids drop the phones off in the morning on the way to school, and collect them on the way home.

Europe moving towards mandatory M2M modules in all new cars by 2015

All cars sold in Europe could have to be fitted with a wireless module that can send automatic alerts to the local emergency services by 2015, the European Commission has announced. The so-called, eCall devices alert the rescue services automatically to road crashes through the public 112 emergency call system. The system would speed up the arrival of the emergency services, saving lives and reducing injuries, although it is not yet a mandatory requirement.

Mobile sees gains in viewing time in US

Time spent on mobile phones per day increased by 30% in 2011.  That makes total mobile time 1:05 and greater than the 44 minutes per day devoted to the combined use of newspapers and magazines, according to an eMarketer study.  In 2010, both mobile time and print read time was at 50 minutes per day.
